无论大规模武器的指控成立与否，发动战争的初衷是“9·11”之后追求绝对的安全，而仓促撤军同样是满足国内政治的需要，注重实用的美国实际上在推行意识形态上缺乏热情，这也使其外交政策缺乏规划。如果伊拉克战后有过机遇期，那么03到05年非常重要，可惜被布雷默浪费掉了，德梅洛遇刺之后就基本没戏了
